What does the setting CTaxAccountMaxLength do?

This setting allows user error to be reduced by limiting the maximum length of the council tax account that can be entered when a person is reporting a change of address and stipulating what their account number is. I.e. this could be set to 8 if that is the maximum length of your council tax account numbers.
