Change to integration where a person passes away

Previously, when a person passed away, we would simply remove that person from the account from the date of their death.

From this latest version of the integration mechanism for SPD we will instead:

a) Terminate the current account

b) Transfer the person remaining to the new account

c) Apply the single person discount

In the same way as happens in the scenario where a person moves out of the property.
