Amendment needed

In Northgate Council Tax, if (in the unusual circumstance) the council tax liable party is a business, they cannot be authenticated if they were also set up as an organisation.

An amendment is needed to change the authentication process to bypass searching and instead authenticate based upon the details being retrieved for the account I.e. For each liable party check the organisation name or Last Name (if a person).
