Submission Deadline new criteria (Ireland) (US 115538)

This update gives you greater control over comment‑submission deadlines and significantly reduces the risk of comments being lodged after the submission deadline.

When a member of the public clicks OK in the payment modal (or submit for UK customers), the system performs a final validation check to ensure that comments can still be accepted for the application. If the user accessed the comment form shortly before the deadline and the cut‑off has since passed, they will be prevented from submitting their comment or observation within the Citizen Portal. This resolves the issue where a resident could open the submission form before midnight on the final day of the consultation period but still successfully submit their comments after midnight had passed.

If a submission is made before the deadline but the payment is not completed, for example, the user exits the payment process or a payment error occurs, the submission will appear under My Observations within their Portal account with a status of “Need Payment”. If the user then attempts to pay for that submission after the deadline has passed, they will be shown a warning such as:

This change introduces a new configuration that determines the date (Application date) from which additional fields will appear in the comment‑submission form. When a submission is made, a Declaration PDF will be generated, attached to the submission as it enters APAS via the APAS Background Processor. An email is also automatically generated to the person informing them that the comment has been received and will be taken into consideration once checked and validated. The Declaration form is also provided as a PDF attachment with the outgoing email, where the email is only generated after successful payment of the submission has taken place.

As part of the October 2026 legislation changes, the number of attachments that can accompany a submission can now be configured. The minimum and maximum number of files for each document type can be configured, in addition to the maximum file size and allowed file extensions. Once configured, the person making the submission must select the Document Type from the look field provided should additional attachments be added.

For the OneApp Off Road: this release is intended as a “soft” launch to live exclusively for East Riding of Yorkshire Council, a customer we have been working closely with to define the feature. This approach allows the wider team to test it in a controlled environment. The configuration required here is to enable the following setting:
