Where should I press the Copy link?

To ensure your changes are pushed across from one environment to another effectively we recommend pressing the 'Copy' link in Development (or the environment you want to publish from) prior to publishing to Test.
 
Once published to Test we recommend pressing the Copy link again prior to publishing to live.
