How can I ensure that evidence is requested where structural alterations are happening on COA?

There is a setting which if set to true will ensure evidence is requested.  The following setting specific to the Change of Address form:

EnableStructualAlterationsEvidenceRequired

Which can be found in eGovHub > Settings > Change of Address will do this if set to true.
