Introduction
A badge may be issued to Organisations that care for and transport disabled people who would meet the eligibility criteria for a blue badge if they applied individually.
Organisational badges will, therefore, only be issued to an organisation that both:
- cares for and transports disabled people who would meet one or more of the eligibility criteria for an individual Blue Badge
- has a clear need for an organisational badge rather than using the personal Blue Badges of people it is transporting.
In all circumstances, badges will be supplied to organisations or departments (for example, a social services department) rather than individual staff members.
On-line Organisation Application Data
The DfT controlled, on-line application form for Organisations, is very different to the one completed by an individual, and as such requires further data items to be captured and stored on the BBCMS database.
From a technical point of view the important pieces of Application data in the database are:
partyTypeCode which is set to ORG.

- The ‘Number of Badges Needed?’ is equal to, or less than, the number of ‘Vehicle Registrations’.

Once a vehicle registration is entered, the button needs to be pressed.
A check on the DVLA database for the vehicle registration is made.
Error messages from the DVLA could be returned:
- Vehicle Registration: XXXXXXX already exists
- XXXXXXXX: Invalid format for field - vehicle registration number
- XXXXXXX: Record for vehicle not found.

The above screen will be displayed with ‘Vehicle Type’ (”make”) and ‘MOT Status’ (“motStatus”) taken from the DVLA.
Entry into the ‘Frequency Used’ field is required from the drop-down.
An entry is required in the ‘Suitable’ field for each of the vehicle registrations.

New Organisation Workflow
- Organisations:
A new Workflow has been designed that performs the stages needed to action an application for Organisation Badge(s).
- This differs significantly to a personal application, particularly in validating the vehicles that could be used for transporting disabled people.
- If the application is a success the system will automatically create one or many requests for badges directly to the DfT.
- New templates need to be created by the LA along with any SMS messages that may be needed.

The performance dashboard contains two reports as follows:
1. Performance Data Report:
With this report, the performance by user is based upon the time to complete the different stages of the processes. This includes the ability to understand the count of workflows completed within different SLA bands. Organisations are a part of the BB Application Workflow, but with a number of extra Stages.
- Including:
- View the count of stages selected, displaying the SUM total of combined stages
- Including filters:
- Created between workflow dates.
- Workflow Names
- Workflow stages
- The report also shows the time taking for the combined stage/s broken down in the following bandings:
- Within 5 working days
- Within 10 working days
- Within 15 working days
- Greater than 15 working days
- Including filters:
- Groups

- The report has the ability to further restrict the count to only show time taken for the following workflow statuses:
- Current workflows
- Completed workflows
