Updates to eChanges between release 2.14 and release 2.16

2.14:

• Logging improvements
• If claimant gets universal credit and income hasn't changed, hide unnecessary benefit payment questions

2.15:

• Option to surface current claim details on the 'what has changed' page
• Fix issue with crash when child benefit values don't match fully in Northgate
