Single Person Discount Review

Local Authorities have a duty to periodically review discounts for households where only one adult (a person over the age of 18) is resident.

To assist with this process we have developed a form for the purpose of conducting a Single Person Discount (SPD) review so that the citizen can either confirm eligibility, claim an alternative discount or confirm that the discount no longer applies. The information on the form will then be used to update the back-office system (currently NEC) where appropriate using the APIs and a copy stored to EDMS.

Once the LA has identified the accounts requiring a review, they will invite the citizen to complete the SPD review form via text/email or letter.

In line with our existing verification process, this form verifies the citizen, using their name and Council Tax account number, plus a valid email address for saved for later/submission emails. 

We check that there is an existing SPD on the account before allowing the customer to proceed with the form.

If there is no existing SPD, a configurable message is displayed. E.g.

'According to our records, there is no Single Person Discount active on this account. If you wish to apply for a Single Person Discount, please click here to complete an application'.

(The Click Here link directs the customer to the existing SPD form).

It captures details of persons who have moved into the property and residents who are 16/17.

The process has the capability to end an existing SPD where no longer required.

If the customer indicates that they are no longer entitled to SPD, but wishes to claim an alternative discount, the form captures information in order for the authority to consider the award of other discounts e.g. Student and there is the ability to upload evidence to support these applications.
